2010년 3월23일 발효된 미 건강보험에 대해 반드시 알아야만 하는 것들!

 

2010년 3월 25일, 미국 건강보험개혁안을 홍보하는 아이오와 시티에서 벌어진

한 집회에 참석한 오바마 대통령은  “이제는 건강보험개혁 이전 상황으로 돌아갈 수 없다.”

라고 의미심장한 발언을 했는데 그렇다 이것은 실로 미국 역사와 전 인류 역사에 획을 긋는

엄청난 사건이며, 3억 1천만 미국 국민을 대상으로 마이크로칩을 시행하는 토대가 마련된 것이다.

이 인체에 이식하는 마이크로칩은 세상 마지막 때에 되어질 일 들에 대해 말씀한, 요한계시록에

있는  바로 그 짐승의 표이기 때문에, 지난 2010년 3월 21일 통과된 미국 건강보험개혁안의

마이크로칩 시행 법령은, 이제 우리 모두에게 새로운 시간대가 왔음을 알리는 신호탄이 되었다.

 

건강보험에 가입하지 않으면 2014년   부터는 벌금이  부과되는데, 개인일 경우 처음

2014년에는 $95이  벌금으로 부과되며 2015년에는 $95의 세배, 2016년에는 일곱배가 된다.

 

건강보험에 가입하지 않으면 입원비와 치료비를 환자가 전체를 부담 해야 하며, 국가가

치료비를 지불해주지 않는데도 불구하고 벌금을 내야 한다.  벌금을 피하려면 , 늦어도

2013년 12월 31일까지는 정부가 제공하는 건강보험에 가입하던가 아니면 직장에서

 들어주는  Group 건강보험을 갖고 있던가 아니면 Anthem Blue Cross, Kaiser, Blue Shield

같은 Private 건강보험 회사의  건강보험을 갖고 있던가  해야 한다.  그러나 앞으로 점점

Private 건강보험료가 점점 더 오르게 되므로 점점 Choice 가 줄어들게 된다.

VeriChip

EPIC Urges Privacy Safeguards for RFID, Copyright Technology. In comments to the Article 29 Working Group, an association of leading European privacy officials, EPIC has recommended strong safeguards for RFIDs and techniques to track the use of digital works. EPIC's Comments on RFID (pdf) recommend a prohibition on " chipping" people and warn that unencrypted RFID passports pose significant security risks. EPIC's Comments on Digital Rights Management (pdf), submitted in collaboration with the Yale Law School Information Society Project, focus on the intersection of copyright protection and user privacy. FDA Privacy Warning: Donna-Bea Tillman, Director, Office of Device Eval!uation, Center for Devices and Radiological Health, Food and Drug Administration, was quoted in the Privacy Times (Vol. 24 Number 19, Oct. 20, 2004) as saying that:

"...by agreeing to have chip implanted, the understanding would be that a patient has tacitly agreed to make information [stored in the VeriChip] available to someone with a reader," she said, adding that the potential for unauthorized medical records access "is an issue."

Introduction

The VeriChip Personal Identification System is a small radio frequency identification device (RFID) that is implanted into the human body.  VeriChip raises the same privacy issues as RFID tags.

VeriChip is marketed as a universal means of identification, intended for use in a variety of settings, including financial and transportation security, residential and commercial building access, and military and government security. For an initial "chipping" fee, as well as a monthly $9.95 subscription fee, customers' arms are implanted with a glass chip about the size of a grain of rice, containing a unique verification number.  When activated by a VeriChip scanner, that number is emitted by a small radio frequency, providing instant access to information logged in the Global VeriChip Subscriber (GVS) Registry.

On October 12, 2004, the Food and Drug Administration (FDA) approved VeriChip for medical applications in the United States.  The approval will allow VeriChip to be used to confirm! identity, and check the blood type, potential allergies and medical history of unconscious patients.  The device is subject to Class II special controls to mitigate potential risks identified by the FDA, which include adverse tissue reaction, electromagnetic interference, and        magnetic resonance imaging incompatibility.

In March 2004, a nightclub in Barcelona began using VeriChip as a sort of embedded VIP card for its customers.  Patrons of the Baja Beach Club can pay 125 Euros to have the chip implanted, then use it to bypass entry lines and keep track of bar tabs.

Planned future uses for VeriChip include a variety of financial, security, defense, homeland security and secure-access applications.  ASDX sees its product as "tamper-proof personal identification" for use in credit card and ATM access, airport security, and port congestion management, as well as admission to military bases, government installations, and private-sector buildings. The system is marketed as a stand-alone product or for use in conjunction with biometric devices.  ASDX has started a marketing campaign under the slogan "Get Chipped", that includes a traveling van called the "ChipMobile".

VeriChip Corporation is a wholly owned subsidiary of Applied Digital Solutions, Inc (ASDX).  According to a recent report filed with the Securities and Exchange Commission, ASDX "focuses on a range of life enhancing, personal safeguard technologies, early warning alert! systems, miniaturized power sources and security monitoring systems combined with the comprehensive data management services required to support them". ASDX customers include several federal agencies, such as Departments of Defense, Agriculture, and Justice, the Social Security Administration, the Veterans Administration and the United States Postal Service, as well as the insurance, utility, communications, and high tech industries.

2004년 10월 12일 날짜가 적혀있는 편지형식으로 된 이 서류는 베리칩사가 제출한 

특허신청에 대한 FDA 의 답변서이자 베리칩에 대해 1년간 검토했던 내용을 집대성한

특허에 관한 최종 통보문이다. (2003년 10월 FDA에 특허 신청, 2004년 10월 FDA에서 공식 승인) .

 

건강보험개혁안에는 ‘FDA’ 에 대해 이루 셀 수 없이 여러 차례 언급되고 있는데 인체에

이식하는RFID 마이크로칩에 관한 한 FDA가 승인한 것은 베리칩 단 하나 (world ‘s first

and only FDA-Cleared, human-implantable microchip) 밖에 없고 베리칩사가  FDA에서 받은 것은

전매 특허이기 때문에 다른 기업이 베리칩이 보유한 기능과 비슷한 것을 만들어 낼수 없다.

위의 서류에서 FDA 는 베리칩에 대한 정의를 이렇게 내리고 있다.

·         베리칩은 환자의 팔에 이식하는 (implantable ), ID 번호가 있는 RFID  마이크로칩이다.

·         베리칩은 피하조직에 이식하는 (implantable), 초소형의 마이크로칩이다 (microchip).

·         베리칩은 일반 칭함으로 2종기기 (class ll device) 에 속한다.

 

참고로 FDA 는 미국 식품의약청 (Food and Drug Administration) 인데 FDA 에서는 베리칩을

의료용으로 승인했기 때문에 받는사람을 ‘환자’로 표현했다.

건강보험법이 추구하는 최고의 목표이자 Key Word 는 바로 이 Page 1002 에 딱 한줄 나와있는

‘a class ll device that is implantable ‘ , 베리칩이다.

위에 언급한ID 번호는 베리칩에 관한 FDA  서류와  의료개혁법 1001-1008 페이지 에 여러 차래

나오는 바  ‘a unique electronic identification code (고유의 전자 ID 번호) 라고 하는데  매

베리칩마다 다른 (unique),  16 자리수의 번호 가 입력되어 있음을 의미한다. 

쉽게 말하면 현재의 소셜시큐리티번호는 9 자리수이며 각 사람마다 번호가 다르듯이

앞으로 사람들에게 이식할 베리칩안에는 16 자리수로 된 번호가 들어있고 , 소셜번호를

대체할 신분증 번호이기 때문에 각 사람에게 한 개씩 이식할 베리칩 하나 하나마다

번호가 다 다른 것이다. 16 자리수로 급격히 늘어난 것은 미국민 뿐만 아니라

전 세계 인구 68억을 대상으로 하고 있기 때문이다. (68억개의 신분증 번호)

          베리칩에 내장된 GPS 가 개인의 위치, 대화와 행동을 감시하고   추적하는데  이 

         Surveillance network 는 지구상의 어디서든지 이메일과 전화통화까지 모니터 할수있다.

1004 Page 14-20줄  ‘In this paragraph, the term “data” refer to …  including claims data,

          Patient survey data, standardized analytic files that allow for  pooling and analysis of

          data from disparate data environments, electronic health records, and any other data…’

         각 개인의 온갖 종류의 정보에 정부가 접근할 수 있다는 의미.

1006 Page 15-23줄   ‘Effective Date (베리칩 시행날자)’ :  ‘ by not later than the date that is

          36 months after the date of the enactment of this Act, …’  법이 통과되어 대통령이 서명한

          2010년 3월 23일부터 3년  (2013년 3월 22일) 을 넘기지 않는 싯점부터

         ‘a class ll device that is implantable (베리칩) 을 시행하게 된다.

             financial  responsibility at the point of service… 의사의 치료후, 병원문을 나서기 전에

            환자에게 이식된 베리칩을 스캔하여 환자의 치료비가 현장에서 지불됨을 의미.

            연방 빈곤선의 133%에 해당되는 사람은 본인이 보험응 선택하지 않을 경우,

            자동적으로 메디케이드에 등록이 된다. (본인의사와 상관없이 반 강제 ) .

145 Page 15-17줄  ‘AUTOENROLLMENT OF EMPLOYEES ‘ :  The employer provides for

             Auto enrollment of the employee     고용주는 직원들의 건강보험의 자동가입을

            제공한다.   직원들이 원든 않든 자동으로 보험에 가입되며, 50인 이상을 고용한

            기업은 미가입 직원 한명당 $2,000씩 벌금 처벌을 받는다.

 

베리칩은 짐승의 표이다.

베리칩은 기능상으로는 RFID 마이크로칩이며 바이오칩 (biochip), 메디칩(medichip),

베리메드(Verimed ) , 마이크로칩 등으로 부리기도 하는데 이것은 다 같은 말이며

베리칩은 베리칩사의 상품명 (brand name ) 으로 이해하면 되겠다.

2009년 9월엔 Digital Angel 사가 Steel Vault (스틸 볼트) 라는 신분이나 신용정보 도난을

방지하는기술을 취급하는 회사를 인수한 후 “베리칩을 Positive ID (파지티브 ID) 로

이름을 바꿔버렸다.   ‘Positive ID ’ 로 전격 이름을 바꾼데에는 이 단어가 주는 의미

 즉 ‘완전한 ID’  라는 Nice 한 뜻으로 말하고 듣게 함으로 ‘좋은 것’ 이라는 인식으로 전환을

 꿰하려는 교활한 발상이 아닐수 없다. 칩이라는 말보다 얼마나 자연스러운가?

 

베리칩이 짐승의 표인 이유

·         유전자 코드 내장 : 128  DNA Code, 128 Character, 128 bit-signal , 다 같은 말

·         GPS가 내장된 Surveillance Device (감시, 추적하는 기기) 이다.

·         방대한 정보 기기 (database which contains unlimited amounts of information)

·         매매역할 (cashless society ) : 사고 파는 상거래

·         이식하는 위치가 오른 손이나 이마 : (계 13:16b ‘그 오른손이나 이마에 표를 받게 하고’)

·         컴퓨터에 연결할 때 이용가능 (computer 가 아니고는 한 사람의 전 인류 장악은 불가능)

 

 

베리칩에 내장되어 있는 유전자 code 는 적그리스도가 나타나는 싯점에 그들이 조작한 프로그램을 사람들의

피부 속에  이미 이식된 모든 베리칩으로 인공위성 (GPS) 을 통해 일제히 저송시키면 베리칩에 내장된

인간에게만 있는 고유의 3백만개 염색체의 분류 조합인 128 유전자 코드가 변형을 일으켜

하나님의 거룩한 형상 (영혼)을 지워 버리고,하나님을 대적하고 적그리스도에게 꼭두각시처럼

                  복종하는 로봇으로 전락시킨다.

받는 위치 : 오른손에나 이마  (계 13:16-17, 저가 모든 자 곧 작은 자나 큰 자나 부자나 빈궁한 자나 종들로

                그 오른손이나 이마에 표를 받게 하고 누구든지 이 표를 가진 자 외에는 매매를 못하게 하니 ….)

오른손 : 베리칩사의 현 중역이자 부시 대통령시절 보건 복지부장관을 지낸 Tommy Thomson 의

                 NBC TV 인터뷰에서 사회자가 베리칩을 어디에 이식하느냐고 묻자 Right Arm (오른팔) 이라고 했음.

          ‘손’은 헬라어로 ‘케일’인데  손이나 팔을 의미함. 오른손을 들어보세요 하면 손이나 팔이 같이 올라가죠?
